Categories and Labels let you tag work by whatever dimension matters to your Project — area, phase, trade, anything — and that tagging then drives how the Workspace organizes and reports on that work.
A Label Category groups related labels together, and once applied, it can shape a Plan's Swimlanes (one Swimlane per Label), group the Weekly Work Plan, and filter Insights reporting. Labels are also more flexible than Teams or Calendars since they can be applied to any element, including notes and shapes, not just live Tasks. In short: Labels are how you slice and view the same underlying work in different ways, while Categories keep those labels organized into a coherent scheme.

Open the Control Center

Click on the Labels section

Click on Add Category

Choose a color and type in a new Category name

Click on Create

Click on the Add Label icon on the new Category

You can add these Labels directly onto Tasks, Milestones, and Constraints to be tracked in the Insights but also to create additional layers of reporting to your Project data. Click into this article to see how to add Labels: Add Labels to Cards
You can now Create a new Plan from project Tasks by using the Categories you create as the Import strategy. This means the Category title will be the name of the Plan and the Labels are the Swimlanes. See this article for more details: Import a Plan
